Deploy agency layout elements to WordPress

Pushes the agency-standard GeneratePress elements (Layout website + Blog layout + the Footer) as gp_elements. The footer is tokenized per project (contact fields) with the nav injected from this project's pages. Platform layer — app-owned, freely re-deployable. Dry run previews; Deploy enacts. Requires Agency Plugin v0.9.7+ & GeneratePress Premium. (Header element follows.)
